The Union Cabinet on Wednesday approved a new scheme to promote electric mobility with an outlay of ₹10,900 crore ($1.29 billion) for two years.

According to the Ministry of Heavy Industries, the new scheme will incentivize electric vehicle buyers, facilitate public transportation, and install EV charging stations across selected cities.

The PM Electric Drive Revolution in Innovative Vehicle Enhancement or PM E-DRIVE Scheme will support 24.79 lakh electric two-wheelers, 3.16 lakh e-3Ws, and 14,028 e-buses.

The ministry will also introduce e-vouchers for EV buyers to avail of demand incentives under the scheme. At the time of purchase of the EV, the scheme portal will generate an Aadhaar authenticated e-voucher for the buyer.

This e-voucher will be signed by the buyer and the dealer and uploaded to the PM E-Drive to avail of demand incentives under the scheme. The EV manufacturer will use this e-voucher to claim reimbursements against the subsidized sale.

Capacity Boost

The scheme has also allocated ₹500 crore for deploying e-ambulances and ₹4,391 crore for procuring 14,028 e-buses public transport agencies.

Convergence Energy Services Ltd., a wholly-owned subsidiary of Energy Efficiency Services Ltd., will map the demand aggregation for these vehicles in nine cities, including Delhi, Mumbai, Kolkata and Chennai.

The scheme will also benefit cities like Chennai, Ahmedabad, Surat, Bangalore, Pune and Hyderabad. Moreover, intercity and interstate e-buses will also be supported in consultation with states.

The ministry further said that the first preference for buses would be given to those cities and states that have scrapped their old buses through authorized scrapping centers following the government guidelines.

The scheme has also allocated ₹500 crore to promote the deployment of e-trucks in the city.

Infrastructure in Focus

As EV public charging stations are crucial to the adoption of electric mobility, the scheme has earmarked ₹2,000 crore for the installation of 22,100 fast chargers for electric four-wheelers, 1800 fast chargers for e-buses and 48,400 fast chargers for e-2Ws and e-3Ws.

The government has also allocated ₹780 crore to develop test agencies to evaluate new and emerging technologies to promote green mobility.

“The primary objective of the PM E-DRIVE scheme is to expedite the adoption of EVs by providing upfront incentives for their purchase, as well as by facilitating the establishment of essential charging infrastructure for EVs,” said the ministry.

It added that the scheme aims to promote EVs to reduce the environmental impact of transportation and improve air quality.
