Singapore-based Sembcorp Industries has signed two non-binding memoranda of understanding with the Government of Odisha to explore the development of a green hydrogen production facility and an industrial park in the Indian state.

According to a company statement, the agreements were signed on Jan. 17 during Singaporean President Tharman Shanmugaratnam’s state visit to India.

The ceremony, held in the presence of Odisha Chief Minister Mohan Charan Majhi and Singapore’s Transport and Finance Minister Chee Hong Tat, underscored the growing collaboration between the two nations.

One MOU signed between Sembcorp Green Hydrogen India Pvt. Ltd. and the Industrial Promotion & Investment Corp. of Odisha Ltd. aims to evaluate establishing a green hydrogen plant with an anticipated annual production capacity of 720,000 metric tonnes.

The statement said the proposed facility would create over 2,000 jobs during its operational phase.

Boosting Odisha’s Industrial Landscape

A second MOU was signed between Sembcorp Development Ltd. and the Odisha Industrial Infrastructure Development Corp. to assess the feasibility of developing an industrial park in the region, further boosting Odisha’s industrial landscape.

These agreements align with the framework established by Singapore and India to enhance bilateral collaboration, particularly regarding sustainability. With its abundant natural resources and investor-friendly policies, Odisha is poised to play a significant role in India’s low-carbon transition.

Enterprise Singapore, the country’s government agency, supports Sembcorp’s exploration of opportunities in India as the company continues to expand its footprint in the region.

The company stated that these MOUs are not expected to have a material impact on its financial performance for the year ending Dec. 31, 2025.

Middle East Foray

Its wholly owned subsidiary, Sembcorp Utilities, announced late last month that it has completed acceptance tests to switch on its 588 MW solar project in Oman. The milestone was reached more than four months ahead of schedule.

The Manah II solar independent power project operates in the Ad Dakhiliyah governorate of northeastern Oman. Sembcorp and Jinko Power secured the construction contract in early 2023. The Manah I project, awarded to Korean Western Power Co., will deliver 1 GW of combined solar capacity.

Sembcorp’s website describes the project as its first greenfield renewables development in the Middle East and its largest utility-scale solar farm in the world.
