The Ministry of New & Renewable Energy released a draft amendment on Saturday to include solar photovoltaic cells in the approved list of models and manufacturers, effective from April 1, 2026.
The ministry memo noted that the ALMM order of 2019 made provisions for solar modules but not cells as their installed capacity was lower than demand.
“With installed capacity of solar PV cells in the country expected to increase substantially in next two years, it has been proposed to issue List II of solar PV cells under ALMM,” said MNRE in the memo.
List II of ALMM specifies models and manufacturers of solar PV cells, while List I mentions module makers.
The ministry has sought responses from the stakeholders by Oct. 6.
This move aims to reduce India’s reliance on imports, particularly from China, which accounts for a substantial portion of the country’s solar cell supply.
Including solar cells in the ALMM would stimulate investments in domestic manufacturing facilities and foster competition among Indian players. This, in turn, could lead to product quality and cost-competitiveness improvements.
As the Indian solar industry continues to expand, the ALMM amendment represents a crucial step towards achieving greater energy independence and promoting sustainable development.
